Standards and submission guidelines for building permit applications vary considerably across the US. However, there are four basic requirements required by virtually every planning authority for information you need to include. These are:
• A detailed site plan, accurately drawn to scale and (often) verified as accurate by a qualified individual, such as an architect. Clearly, if you’re embarking upon a large-scale building project good plans are important anyway. However, it’s important that they are drawn up according to standards accepted by building code officials in every jurisdiction in which construction is going to take place.
• Costings for the construction project. These don’t need to be on-the-nail accurate. However, planners are experienced individuals with a good sense of the price of construction in their jurisdictions. Including what they consider to be a realistic costing shows that the project has been thoroughly researched, and acts to assure them that the whole operation is being professional managed and isn’t likely to grind to a halt with work half-complete.

• An Assessor’s Parcel Number (APN) for tax purposes. An APN is a unique identifier of a parcel of land that has outline permission for construction. APNs are universally required by building permit granting authorities to ensure the legal status of the proposed project within state and federal fiscal regulations.
